International strategy for higher education and research 2017–2025
A long-term goal of the Government Programme is that in 2025 Finland is open and international, rich in languages and cultures. One of the objectives of the Government in the priority area of knowledge and education is that education and research will become more international and obstacles to education exports will be removed during this government term.
On 28 April 2016 the Ministry of Education and Culture appointed a steering group to prepare an international strategy for higher education and research 2016–2020. The steering group drew up a review of the current state of the internationalisation of the Finnish higher education and research in the global, changing environment, as well as a proposal on the desired state of the internationalisation of higher education and research until 2025. It also drew up guidelines on the strengthening of visibility of the Finnish higher education and research.
The group established a shared vision of ways to promote a smoother integration of the foreign students, researchers and other staff into the Finnish higher education and research community and identified the roles of the different ministries and other actors. It also described the possibilities to develop higher education institutions’ joint measures in the international cooperation. The group took into account the challenges related to the housing services following from the internationalisation of higher education institutions; versatility of the education and research on foreign languages and cultures; recommendations included in the proposal on the educational tracks of immigrants; measures included in the roadmap for education exports; results of the impact assessment of the introduction of tuition fees; and the steering process of the higher education institutions.
The Government decided it its mid-term policy review session in April 2017 to implement as part the Government action plan several measures listed in the international strategy for higher education and research.
