International Agreements and Memorandums of Understanding (MoU)

Finland has cooperation agreements, programmes and Memorandums of Understanding (MoU) with over 50 countries. The agreements are bilateral treaties covering all the Ministry's fields of competence: education, higher education, science and research, culture, arts, cultural heritage, libraries and archives, cultural institutes, sports and youth.

No new agreements are concluded for the time being; matters are now agreed in cooperation protocols and memoranda (MoU). The agreements will be in force until they are rescinded.
