Assessment of the copyright system: information to support planning and decision-making

Assessing the operation of the copyright system provides information to support decision-making, identify areas to develop, increase the transparency of the system and encourage stakeholders to take a position and discuss copyright policies.

The development of assessment methods to evaluate the operation of the copyright system has been carried out since 2009 at the Center for Cultural Policy Research (Cupore).

The methodological framework for assessing national copyright systems

A project on the assessment of the operation of the copyright system, funded by the Ministry of Education and Culture, was carried out by Cupore between 2009 and 2016. The project resulted in a methodological framework proposing quantitative, qualitative and descriptive methods for studying the operation of national copyright systems.

The methodological framework comprises the assessment of

  • the operational environment of the copyright system
  • the different elements of the copyright system
  • the balance in the system's operation

Two handbooks as well as the results of the piloting of the methodology are available on the website of Cupore.

Assessment: A continuous mission

After the completion of the project on assessing the operation of the copyright system, Cupore has published a review on the operation of the Finnish copyright system based on the methodology, and developed tools to evaluate the system from the perspective of good governance.

In the future, the operation of the Finnish copyright system will be assessed with a focus on annually changing themes. International discussion on the needs for assessment will also be continued.
