Assessment of the copyright regime: information to support planning and decision-making

By assessing the operation of the copyright regime it is possible to obtain information that supports decision-making, helps to identify areas to develop, increases the transparency of the system and encourages stakeholders to take a position and discuss copyright policies.

 

The operation of the copyright regime has been assessed and work to develop the assessment methods has been carried out since 2009 at the Center for Cultural Policy Research (CUPORE).

The assessment methodology framework

A methodology framework for the assessment of the operation of the copyright regime funded by the Ministry of Education and Culture was carried out by CUPORE between 2009 and 2016. The project established a methodology framework for the assessment and development of national copyright system operations.

By means of the quantitative, qualitative and descriptive methods selected for the methodology framework, the following contexts were assessed:

  • the operational environment of copyright systems
  • the elements of copyright systems
  • the copyright regime as an entity

Two handbooks as well as the results of the piloting of the assessment framework are available on the CUPORE website.

Assessment: A continuous mission

Based on the results of the methodology project’s assessment of the operation of the copyright regime, the project initiated in 2016 at CUPORE will continue its assessment work.   

The project is carrying out a general analysis on the operation of the copyright regime in Finland, a group of indicators is being formulated for continuous monitoring of copyright regime operation, and the operation of the regime is being assessed from the perspective of the principles of good governance.
